8 July 2025: Extending the Scope of the ECO Platform

There are key differences between EN 15804 and ISO 21930 – the ISO core product category rules for construction products. For example, in EPDs according to ISO 21930, Modules C and D are optional, whereas they are mandatory for most construction products under EN 15804.

If ECO Platform were to extend its scope to include EPD Programmes using ISO 21930, should this be managed under a separate label, acknowledging the differences between the standards and not requiring compliance with EN 15804? In that case, which ECO Platform requirements derived from the standards would still be essential?

Alternatively, should we require EPD Programmes using ISO 21930 that wish to produce ECO EPDs to also be compliant with EN 15804? If so, how might this be implemented? Would it require introducing new requirements for EPDs based on EN 15804? And what implications would this have for programmes outside of Europe?

As for Electronic and Electrical Equipment (EEE), there is a dedicated PCR – EN 50693. Although it includes an annex addressing the requirements of EN 15804, there are notable differences between the two standards. We therefore suggest discussing how ECO EPDs based on EN 50693 could be enabled – and under which conditions – while ensuring consistency with established EN 15804-based ECO EPDs.
