Our tariff classification strategy covers the Harmonized System, the Combined Nomenclature and the TARIC measures, together with their individual cycles of change. You will learn how to build a tariff code and appreciate why you and your overseas supplier or customer may require different tariff codes.

General Rules for Interpretation

We examine, in detail, the General Rules for Interpretation to ensure you apply these rules correctly when classifying your goods. This includes the importance of Section Notes and Chapter Notes. We deal with common complexities in classification such as when goods are incomplete, unfinished or disassembled and how to manage cases and packaging. We cover composite goods and mixtures of substances. Learn how to handle goods that are classifiable under two or more headings. Grasp the intricacies of classifying goods put up in sets for retail sale.

We will consider the importance of the various interpretations available and how they affect classification, including:
• HS Explanatory Notes
• WCO Classification Opinions
• HS Committee decisions
• Court and tribunal rulings
• Binding Information released by Customs authorities

We will cover when it is profitable to apply for a Binding Tariff for your goods, and what impact this may have in the future.

Rules impacting rates of duty

Many rules alter the rate of duty applied when importing goods. An overview of all of these will be discussed as they affect your goods, including:

• Anti-Dumping and Countervailing Duties
• Tariff Quotas
• Meursing Codes and Agricultural Components
• Tariff Suspensions
• INNs for pharmaceutical substances
• Rules of Origin

Will tariff classifications be affected by Brexit?

In a 'No-Deal' scenario, Customs declarations will be required for all movements out of or in to the UK, including movements from and to the EU-27. You are required to correctly identify your goods on Customs declarations. Mistakes will impact the duty you pay and errors made on your declaration can result in penalties and seizure of your goods.
